gas can be bought for under 2 dollars a gallon in Viginia and Ohio

It's still $3.39 in San Diego... because there are no oil refineries in San Diego, and only one in So Cal that I know of.

So, if you want the cheapest gas, live in a state that produces oil, and has refineries.

    a state that has neither oil wells nor refineries.
    just low regulations and low taxes.

  4. Down into the $2.30 - 2.40 range in Tucson, but shop around. I've seen $0.15 t0 0.20 difference around town.
