Pretty sure it is a invalid wheelchair ,judging from his legs. There were many men who were disabled after the First World War or the' War to end all Wars' as they said back then. Unfortunately it did not work out that way. They still make similar designs today.
yes, I was thinking the same about it being a wheelchair, not a velocipede. Astute observation about WW1, I was thinking horse related back injury from being in a world still using horses unless people were rich.
