what the hell?

There are so many neighborhoods the cops just sit on, writing parking tickets, for every possible thing. 

But not this neighborhood, obviously. I think the longer it takes the meter maids to take their tuk tuks to the neighborhood, the less they bother. They seem to love the nasty area around downtown though.
