  1. I am fairly certain that is the South Portico of the White House in the background, not the Capitol but I take your meaning. The road (State St. or E St.,NW??) the trunk truck is on was long ago closed to vehicular traffic, and the iron fencing is about three times as tall.   2. I pulled the image from an article about "Out of Home" (OHH) advertising by a large international corporation called Koch Industries, so apparently it was a strategic marketing ploy:
