Hi Jesse, that is a late 1930's Victorian plate from Australia. This photo is unlikely to be staged, as getting bogged down in that light layer of dust (bulldust) is still a problem on outback Australian roads today. This photo is in the Wimmera region during a drought, so difficult and very hot, dry conditions would have contributed to the situation we see here.
