It looks like it started as a tractor and was modified for use for irrigation or as an air compressor. The large pulley on the front is belt-driven from the engine. There are 4 ports with shut-off valves on the vertical tank on the front. If it is a compressor, the small radiator could be for cooling the compressor. I don't think it would drive very well with those wheels and no tires.
