I just saw one on a Suburban last weekend in Toledo.
Back in the 19 60's, my uncle had an array on his car. It even had a rotator, like home TV antennas had.. The police gave him grief when he put flashing Christmas lights on it !
Awww c'mon! That's a good Xmas idea... cops should stay at the donut shop until called to a crime
