Finally a law I can feel is in the best interest of the citizens... California's AB392, the use-of-force standards that police would only be able to use lethal force if “necessary” to defend human life.

The current standard, established by the U.S. Supreme Court, allows the lethal use of force if the split-second decision to pull the trigger is “reasonable" which has allowed police officers to justify all but the most flagrant misconduct, and get away with killing everyone they've put in a coffin for decades - using the old "feared for my life" bullshit excuse to justify killing people who unbuckled their seat belt, reached for their drivers license, sneezed, were holding a cell phone, etc.

But this new version of the bill removes a section that would have held officers criminally liable in cases of criminal negligence resulting in someone’s death. Police hated that. You know, being responsible for their actions, and getting prosecuted for murder, when they murder. They really hate being treated as someone with out the bully badge immunity.

Law enforcement groups have proposed their own bill, which did zero to change the result of any police involved killing

This version does not call for police to de-escalate situations, it also deletes the military police definition of Deadly Force that says a “necessary” use of force is when there is “when all lesser means have failed or cannot be reasonably employed". Anyone that's been an MP has memorized that definition, and far more, to be in federal law enforcement on a US military base.

This law will have serious ramifications for killing people under arrest and in custody, in jails, by strangulation, fake suicides, and the other ways cops kill people. (Go and TRY to deny that if you must, but history books, even recent news, is full of examples)

The bill now progresses to the Senate, where a similar version of the proposal died in committee last year. But this time around, the bill has the public support of the Democratic President Pro Tem Toni Atkins of San Diego, who stood beside Weber at today’s press conference.
