a Chicago school district uses license plate readers to determine residency and

despite providing all required paperwork including her driver’s license, utility bills, vehicle registration, and mortgage statement, the Alsip Hazelgreen Oak Lawn School District 126 has repeatedly denied an enrollment..... because the parent's car was borrowed month ago, and was license plate read at another residence. 

Why are schools accessing license plate data, and who else is?
