I think it says Al Janssen, Sidney Iowa. There was an Al Janssen Chevrolet dealership in Sidney, IA, but I think it's been closed for a while. I only found an old Ebay listing for a key pouch from the dealer, and a business address that is out of date.
Text on billboard says 'KEEP HANDS OF THE CELL PHONE!'.
