In drivers defense: Imagine coming up on something like this in the middle of an ongoing construction project with no signs or pavement markings telling you what to do. I'll bet those same people came through that site, the day before, during final paving which likely had everyone driving on the wrong side of the road and terrified of hitting something. If I came to a new diverging diamond interchange with no signs or stripes? I'd been absolutely hooped.
As it do look hilarious and at the same time scary... I think you create a good explanation. I don't see any signs, markings, anything that would show drivers what they should do. Of course not like many drivers do look at signs anyway. Also roundabout are not popular in US, many drivers could only see them in photos or vids and when they found them (which knocked them out of a familiar rhythm) they simply lost their way. In this case, I blame more the lack of proper information then lack of driving skills.
