Interesting. The ball in his hand is numbered 29, which is higher than an normal billiard ball. There are switches at the left side of the bench to turn on the lights by the names above the rack of balls.
The UWM website says this picture is from Edwards Motor Co., the same place that you posted the women working at the parts counter. I searched on Edwards Motor and found these pictures.
The pictures of the 1937 strike with an outhouse on the back of a truck are interesting, too. It seems like they are saying Mr. Edwards died or sold the business and it went into the toilet.

The picture of the garage has a sign in the background that calls it the "World's Largest Service Station".
