This is what's known as a "brush rig", a small 4WD fire engine that can go off road if necessary. The running boards and grab rails are so additional firefighters can ride on the vehicle. The guard on the front is so it can literally push through undergrowth.
The 800 came stock with a Powr-lok differential, and even with regular wheels the thing was nearly unstoppable. With duals I'm guessing it was pretty formidable. Even in its lowest iteration a Scout 800 would have had the little monster 4-196 engine, and a virtually indestructible gear train.
Dually's because it probably has a 250 gallon water tank. Water is heavy.
