those are enormous tires for hand carts... I'm going to guess they are patched tires from small airplanes, and weren't going to be wasted or thrown away... good recycle effort!
A rather significant historic photo Jesse with the pioneer Australian aviator Charles Kingsford-Smith (after whom Sydney Kingsford-Smith airport is named) holding a bag from the first official air mail between Australia and England arriving at Croydon Airport on 16 December 1931. That's the "Southern Star" behind him, a sister aircraft to the more famous "Southern Cross" which Kingsford-Smith flew in 1928 to be the first ever to fly across the Pacific Ocean from the US to Australia (11,585km or 7,240 miles)
