All pallet racking has lb. ratings. It appears that they had at least the initial racking loaded beyond rating. I've worked in various industrial buildings over the years and have seen loaded pallet racking get hit pretty hard without that effect.
Imagine how structural fragile that construction was. It was just a slight poke, then EVERYTHING collapse like domino.
