Wouldn't it be easier to use a mobile lift under the bridge?

    The Syracuse NY PD has a scissors man lift like the bottom photo, permanently mounted in the back of a pickup truck. They use it for a viewing platform, during events...

    selective context:
    1. it could be the manufacture or purchaser showing off their new rig to the big wigs. or testing out some repairs at the nearest bridge available to the shop.
    2. This could be the only span, of a multi span bridge, that is this low to the ground. The remaining spans may require the use of this Bridge Inspection Vehicle, but they took this picture.
    3. The Snooper truck is a self propelled road legal truck, a scissor lift requires delivery to the site.

    There are a variety of Bridge inspection rigs for sale or rental. See: Hydra Platforms in SC, Aspen Aerials in MN, Moog Bridge Access Intl. and there's a few others I can't think of right now.
