Here are some possibilities: 1) He's just a driver, not an O/O, and the owner is too cheap to fix it. 2) Driver is just using it to get by until the company "gets around to" fixing it. (Which will probably be late fall.) 3) The truck is parked, not going down the road. Maybe this is his way of avoiding having the truck idle for hours just to have A/C. Some localities are really getting down on extended idling.
