But the doily looking ring?

The blue and red and silver 3 part circle reminds me of the Dodge 3 pointed C pillar badge, as the 120 degree separation are the same.

Was made by artist, painter, and publicist Giovanni Carpanetto (1863-1928), which included the company name Fabbrica Italiana Automobili Torino, and would also include the car chassis number, each logo having a unique identity.
