this is both smart, and something I wasn't aware of... they got smart about trash cans, and no longer have to empty them on city streets daily... or twice a day, or hourly during big crowd events
They are used a lot in the Netherlands where this movie is made. Some are only accessible with a smart-card. Also used for recycling glass, imagine the sound when the bottom hatched are openened.
