That is a Holt steam tractor. There are plenty of pics of them on the net. I can't vouch for the date but someone has built a scale model of #77 saying it 1904. I see your pic is #78.
More info here, but I am sure that there are experts out there on the history of these things as there are quite a few survivors. I saw a gas engine Holt 75 at the Dorset Steam Fair in 2016. http://www.holtag.com/about_us/a_history_of_innovation.aspx
