clever, to me, because of the shapes, when seen looking down a row of them, as the 2nd photo shows, is that of a composite of 4 of the racks, making the shape of a bike. Form, follows function, you may have heard of that phrase.

No, there are none in use at the time of the photo, and if you weren't a grumpy bugger, you'd admit that the necessity of getting 4 of them empty, and by contrast the entire area empty to show how they mean nothing alone, means that the photographer COULD NOT have them in use at the time he took the photo.
Damn, lighten the hell up, and tell the politicians they are wasting resources, not me.
