states own airplanes, and use them for a variety of things, some are ethically questionable, as to why the taxpayers pay for the private flights of the athletic dept, or the weekly flight of deaf and blind

Lets look at Wisconsin for example:

The state of Wisconsin owns and operates an airline of nineteen fixed-wing aircraft according to records from the Department of Administration. Officially dubbed “Wisconsin Air Services,” the organization provides both aircraft and pilots for some state agencies, and owns and leases aircraft operated by other agencies.

Larger aircraft are used by Office of the Governor and cabinet officials, as well as University of Wisconsin sports teams.

The fast twin engine B300 is reserved primarily for gubernatorial use while three posh Pilatus PC-12 single engine turboprops are available for general state official use.

A state summary of the air fleet in 2009 explained the PC-12s are used for:

“[T]he transportation of the State of Wisconsin staff, University of Wisconsin staff, UW Athletic Teams, UW Hospital Organ Donor flights, UW Hospital staff and the transportation of the Wisconsin School for the Deaf and Blind to and from their homes in Northern Wisconsin on Fridays and Sundays during the school year.”

transportation of the Wisconsin School for the Deaf and Blind to and from their homes? SERIOUSLY?

How about you live closer to school, and take a taxi?

The Department of Transportation uses three Cessna 172s for inspecting navigation beacons and ensuring that Federal Aviation Authority-required inspections of airports are carried out.

DOT engineers also use a single Cessna 210 for aerial surveys of transportation projects.

State Police officers use three small airplanes for drug detection, suspect surveillance, and highway patrol.

The Department of Natural Resources uses 11 small state-owned Cessnas to conduct wildlife surveys, forest fire detection, and law enforcement activities.
