Yeah, going slow in the fast lane is stupid and often illegal too. But so is going faster than the speed limit, which may or may not have been the case here. Most places undertaking is illegal too, and hanging out the window giving the one-finger salute long enough to lose control of the vehicle will probably get you in trouble with the law too. Nobody forces you to undertake - if you're always in such a hurry, then leave home 2 minutes earlier....
