"Towing should be used for traffic flow and public safety reasons, not to push poor people further into poverty," said California State Assemblymember David Chiu.

Assembly Bill 516 would eliminate towing conducted as a debt collection tool.

Chiu says enforcement mechanisms will remain to ensure Californians who are able to afford to pay parking tickets and registration fees still do.

This is similar in a way to the ticket forgiveness event that happened last year in California. THey outstanding tickets weren't getting paid, would never be collected, and prevented people from registering their vehicle, so they didn't get their vehicles insured either... and so, to get these ticketed people to get registered and insured, the state of California decided to push for wiping the bills for unpaid tickets off the books.  https://justacarguy.blogspot.com/2017/06/california-judges-want-to-decriminalize.html

  1. funny how they state always wanted to collect from white people, but since its now mostly illegal mexican/hispanic/latino people that wont pay, they stop impounding cars.
