definitely not in the US with OSHA I grew up in rural Appalachia, and remember watching workers building a power line on a mountain that was too steep even for Jeeps, they used mules to haul the bags of concrete for the footings and then flew in the poles with a helicopter my father was the local game warden and we got to ride out in his jeep and watch.
those look like steeper hills that in the USA also... that must have been pretty cool to watch them build that power line! Something about watching pros at work with construction equipment is mesmerizing. Wow, your dad was a warden? Cool! My grand dad was one for a while too!
