That seems to have been taken in Germany. Isettas were a fairly common law enforcement vehicles in late 50's early 60's. There are a few restored former German law enforcement Isettas around. A top shelf Isetta sells for $40K-$50K a few years ago an original police car Isetta sold for over $85K! I understand that they look like an odd choice but remember that in postwar Germany most people were riding bikes or driving cars that were just as underpowered as Isettas were!
