This is most likely what is now known as University of Wisconsin-Plattville, located, of all places, in Plattville, Wisconsin. Back in the days of Powell Crosley it was Plattville College. My guess is it's late winter as there's snow still on the ground, but the temp was moderate enough to preclude the need for winter headgear.
