He appears to be operating within the bounds of Denver’s parking regulations, which don’t specifically regulate peer-to-peer car sharing.
The issue has been ongoing for about a year.
“He keeps adding cars to his fleet regularly,” a neighborhood resident said. “It's just frustrating, and the city doesn't seem to be doing anything about it.”
There’s technically a reason why. A spokeswoman for the city’s Community Planning and Development Department said that while the city regulates how many vehicles citizens can keep on their private property, there are no specific ownership rules for cars parked on the street.
