I bet there is a story here, or lack of insurance, something very unusual to cause this level of securing the load

  2. welding on rims with tires mounted is dangerous.
    never seen a vehicle welded to the trailer.

  3. Probably done by a good welder with a lack of binding equipment. Most people view a weld as a permanent thing. Folks who are good with both a welder and a torch will often make temporary welds and simply buzz them off with a torch when no longer needed. It sure beats going to a store buying a new chain and binder when have plenty at home but simply didn't have enough when you are on the road. Becoming good enough with a torch and welder to look at welds as "temporary if needed" opens up a whole new world of possibilities and solutions.
