A lot of old VWs have their speedometer cable connected to the front left wheel. The speedometer cable goes from the dash straight to that wheel. Even the late VW Transporter T3 have this system. The "Herbie" owner probably is using this cable and an electric motor to move it in and out. I bet his speedometer is not working now...
Very cool! the speedometer cable runs through the spindle and is turned by a small square hole in the dust cap. Looks like they removed the dust cap and attached the hubcap to a cable.
