I think they are getting ready to pull out that axle shaft using the weight and mass of the wheel and the rigidity of the chain to get it out without a slide hammer. Back then many or most axles had pressed-on bearings that were an interference fit in the housing, and there was a retention shield that utilized the backing plate mounting bolts to retain both.
