Why would anyone have 44 pounds of drugs, if they aren't in big business of drug sales and transportation?

No doubt he's going to get a discount now that he's behind bars... he already has all the connections, inside the prisons, and outside, to get a membership discount 

Obviously no one has better access to the intel of where the drugs are, who's selling, and who is buying. And cops, like everyone else, want to earn more money, that's why they work so much lucrative overtime.
