Under SB1055, the California Department of Motor Vehicles can no longer automatically revoke a low-income parent’s noncommercial driver’s license if they fall behind on their child support payments.

The statute reforms a counterproductive license policy but falls short of repealing it. Instead, it sets a floor on who is eligible to lose their license, one that cushions some indigent parents but does not shield anyone in arrears that earns more than 70% of their county’s median income.
