That's a hefty power drill in the left side of the first picture. It has a brace to put against your shoulder.
In the 3rd picture, the wire wheels on the door and the base of the bench grinder also say Black & Decker. I think the logo at the top of the door panel is the same Black & Decker logo as this one from Ebay -
It's a valve refacing machine. You can see the valve seat cutters and pilots hanging on the door in the last pic.
