It was when I was a kid... I grew up in Houghton County Michigan, and potholes never got filled in, but once the snow was getting plowed those roads were smooth. Same thing with the washboard on the dirt roads, the snow plows had the v shape and cut across the washboard diagonally, and packed down and smoothed the hard packed snow. Conversely, now I'm in California
as a former Californian and now Wisconsin resident all I can say about this is, "I wish it were true".
