the Hennessey Venom GT achieved a top speed of 270.49 mph (435.31 km/h) at the Kennedy Space Center on the Shuttle Landing Facility’s 3.2-mile runway.
The Hennessey Performance team was able to utilize the Shuttle Landing runway via the Performance Power LLC Space Act Agreement which is a collaboration with manufacturers and race teams alike to utilize the shuttle runway for the purposes of engineering validation, safety, innovative product design, and aerodynamic testing.
A representative from VBox USA, world-renowned maker of engineering data-acquisition systems, was on hand to independently verify and document the vehicle’s aerodynamic performance.

Several areas can be rented out at Cape Kennedy and it doesn't have anything to do with any performance agreement.

Well finally a small group of car guys organized a get together at the Kennedy Space Center. Some time ago the center advertised areas of the complex for rent. I had inquired about the SLF (Shuttle Landing Facility) runway in 2011 when it was first offered for rent. At the time I thought an event similar to the Texas Mile could take place here since the runway is super smooth and 15,000 feet long with an overrun of 1000 feet on each end. Not to mention it's over 300 feet wide which I thought could handle more than one lane for runs.
