I agree, however, since that heavy truck isn't in the image, nor mentioned at the source which only states that it's a repair for a hospital vehicle, for all I can say about it is that whatever it is, wagon, truck, or artillery piece, it's getting repaired with these ambulances. So, it's possible that the ambulance repair military members are also repairing wagons for the dead to be moved from the front lines to the cemeteries, or wounded from the front lines to the hospitals. That would make them ambulances too, for WW1. I forget, do you have a website?
That wheel doesn't belong to either of those ambulances, it is for a heavy truck.
