I would suggest due to the draw hose attached the the fire truck that it was refilling with creek water when it slipped and slid into it. It also looks like the tow truck wasn't enough so they enlisted a loader to help pull it out.
Probably trying to get the pumper close to the stream for water to fight a nearby fire?
