and is impounding their car even legal? its basically stealing, BEFORE the person has been convicted of a non violent non crime
I don't have an answer, the source article doesn't say, but, I expect that the writer meant that it's not "currently" registered, and they can use cameras to indicate that the same driver, as the guy they busted driving it, has been through the toll booths without paying, and that the car does belong to him. I'm not a fan of any police, and especially NYPD, but I haven't heard yet of them falsifying toll booth charges to screw with people.
