Horrible as cluster munitions are, neither Russia nor Ukraine signed on when more than 100 countries in 2008 agreed to a global treaty banning the use of them (the US didn't sign on either). So it should come as no great surprise that they are being used.

ReplyDeleteConvention on Cluster Munitions (CCM) signed in 2008 was ratified by only 30 nations, it's forbidden for them and only them to produce and use them. From 123 nations on this planet it's rather small number sadly because it's a very effective weapon system. Both sides of conflict, Russia and Ukraine did not sign CCM and they use cluster munition. Just like most "big boys", China, India, United States ect. So it's not a breaking of Convention because they did not sign it. But it is a warcrime to target civilians and that was this case, deliberate targeting of civilian evac point in specific time to create maximum damage. Who live close to Russia-land is not surprised by this, this is what they did many times in past, this is what they do now and this is what they will possibly do in the future, human life is of little worth there, foreign or own, no difference. Just a statistic.
