Photo took time to snap, blue rider crashed, reached out and then yellow rider rolls into the frame...
...yellow rider's front wheel is motion blurred as are his pedaling feet, blue rider's arm is not motion blurred nor is any part of his bike (only his fingertips) meaning it was not in motion when yellow rolled up, just his outstretched fingers ..
..so blue was already laying on that arm trying to pull himself across the line when the yellow rider sails past...
..if I'm the judge I call it for blue...assuming the rules do not explicitly say rider must be upright and astride his bicycle to win.
Blue rider gets 10 out of 10 for style and effort, but yellow rider's bike was still a few inches ahead of blue rider across the line
