It was hot rodded at some point. Those are '39 Ford tail lights and what look like '39 Ford wheels and hubcaps on the rear. Those velocity stacks on the apparently dual carbs are interesting, positioning suggests a four cyl. which would match the lack of a V8 logo on the headlight bar.
