Unlike diesel locomotives, which have electric motors just inches above the rail head, steam locomotives could operate in water up to the bottom of the boiler.
But this... Is a little high... There's even a boat to the left of the picture... And I bet the photographer was on a boat.
The fire might have gone out in that locomotive.... ha ha ha
