Could be a hanger built starting cart for aircraft. Our sister company built one to keep on the flight line for days when the company was cranking up to10 troop carrying Hueys and several gunships. Ship have allow battery they would plug in s big electrical cable and get them started and on their way. Once running it recharge it's battery pretty quick. Change it out when they returned for the day. Small enough to drive under the blades and didn't cause the mission to be delayed.
