in New York, there are stairs that have been deemed to be streets, and given street names and designators. Why not just call them stairs?


 If you can't drive on it, it's not a street. 

Simply call it the Bronx Stair. Either people will know where it is, or they won't.

  2. Maybe it's a way for the local government to get more Federal funding for streets and roads, showing that they have more "streets" than they actually have. Just a thought.

It is a wishbone shaped street of which only one terminus of the street is a staircase. The Bronx has a goodly number of streets that are partway stairs and downright good climbs, too. Having been raised in The Bronx this tweaked my memory. It is in the Spuyten Duyvil neighborhood that overlooks the Hudson River and, yes, the Spuyten Duyvil. Having walked along the railroad tracks that circumvent this area, it is an area familiar to me. Still, your comment is fun.
