I've seen this in Thailand cities for motorcycle or bicycle tires. A young man will sit by the roadside with a hand pump, a few tire tools and patching supplies.
Saw it in Vietnam, too. Can't recall how quickly they fixed my flats (I was down to 10 minutes, yet they were faster), but replacing the rear swing arm bearings took all of 20 minutes. With 70M motorcycles for a 90M population, of course they do get to practice a lot.
It is all about location. These guys just need to park themselves and tools about one block ahead of a big pothole corner and wait for limping cars to make it to them!
