The Montana plates are probably because the state's licensing, insurance, and/or specs are less demanding than other jurisdictions. Also, in some states, you can get around any residential requirements easily. Road&Track offered info about this in an article last year, which featured a street legal racing Ferrari which was very creatively registered for the street.
