Ellicott City, still recovering from 2016 flood, hammered again this weekend, as if nothing was done for the last 2 years to prevent what is clearly almost an annual flooding of a downtown business area

The second "1-in-1,000-year" rain event in two years walloped the Maryland town on the banks of the Patapsco River.

More than eight inches Sunday triggered flash flooding that sent a wall of water down Main Street, reaching the second floor of some buildings and sweeping cars into culverts.

Two years ago, 6.5 inches of rain fell on Ellicott City in about 3 hours, with 5.5 inches falling in just 90 minutes, the National Weather Service said. That was dubbed a 1-in-1,000-year rain event.

Obviously, it isn't, and if they don't take the right steps to prevent another river down main street, then

"fool me once, (flood of 2016) shame on you, fool me twice (flood of 2018) shame on me for being a moron for not preventing the obvious. Flood Ellicott City again and anyone that doesn't have sudden shutter and door closing mechanism should receive no pity for not preventing the inevitable."

You know how fast a roll up warehouse door closes? How is that not obvious solution around a building or city block? It rolls down, then comes a heavy plastic tarp, and then bingo, the place is water tight for the lower half.
