Looks to be one of the Lion-Peugeot single cylinder voiturette racers from around 1908, built to exploit the racing regulations which limited bore but not stroke. The early ones had side valves I think. Then this model had six(?) overhead valves and a bore and stroke of 100 mm x 250 mm. The following model - 1910? - was a very narrow angle V-twin. Going by the few pics to be seen on the net I think there were several variants of the long stroke single.
