there are a lot of vehciles made without a way to attach a front license plate, and that won't pose a problem in California anymore. It's now legal in California to get a vinyl wrap sticker of your plate from License Plate Wrap, and not drill into the bumper anymore to attach a frame

That seems like a pretty clever idea. I wonder if as a side benefit it might save a tiny fraction of energy - the sort of thing that's not even noticeable at the individual car level but might show up over millions.
